For people who are deaf, subtitles are vital to their understanding of television programmes, and while it is encouraging to see a steady increase in the amount of programmes broadcast with subtitles, organisations regularly receive complaints about the quality of subtitles. Action on Hearing Loss have surveyed deaf people to inform Ofcom of people’s experience of subtitles. The report found that delays were the biggest problem, followed by poor accuracy and either no subtitles or intermittent subtitles.
